You can contact the friend and ask if she is playing. If she is not you might get get her to report it so the hacker can be stopped.

I had this happen to a friend of mine. I contacted anet but as i was not the valid account holder they wouldn't put a block on it. I had to watch as the hacker switched chars and got rid of everything of value, this was before the update showing where the person is, i did all i could i pm'd the account and got added to the ignore list. I even tried logging onto the account as i did know the details but they had been changed. So all i could do was send an email to my friend about what had happened and wait for him to come back from his holiday and send his info to anet.
I suppose the reason they will only let valid account holders initiate the account block is due to the possible abuse if you know someones details and wanted to grief them. But when my friend came back he was so down about it and i felt so bad that i wasn't able to do anything but watch. |

Yeah, there's really not much you can do except contact your friend and let them report it. You don't know that it's a hacker until you speak to your friend. It probably is a stolen account, but it also possible that your friend has given the account to a friend of hers that said they were interested in the game. Especially since she no longer plays.
